Pedro Gonçalves is a seasoned expert in the telecommunications and digital sectors, currently serving as the Senior Advisor for EU & International Digital Policy at Altice Portugal. He holds a degree in International Relations from Universidade Autónoma de Lisboa (1996) and a postgraduate degree in Telecoms and Media Management from Instituto Superior de Economia e Gestão (2003).

Pedro began his career with Portugal Telecom (now Altice Portugal) in 1997, initially contributing to the operator’s World Exhibition EXPO’98 Coordination Office. Since 1999, he has made significant strides in international and institutional relations, acting as the company’s official liaison with various international organizations. Notably, he is a member of the Executive Board of the European Telecommunications Network Operators’ Association (ETNO), serves on the Management Board and Council of ETIS – The Community for Telecom Professionals, acts as the official contact for the European Telecommunications Standards Institute (ETSI), and functions as a focal point for the International Telecommunication Union (ITU).

Over his 25-year career, Pedro Gonçalves has actively participated in numerous initiatives and forums focused on ICT regulation, public policies, and standardization, and his work consistently aims at fostering the market development, promoting sustainability and inclusion, and driving the digital transformation of the telecommunications sector and society at large
