As Deputy Chief Operating Officer (DCOO) for Smart and Sustainable Communities, Mr. Caldwell oversees the day-to-day City operations of the Smart and Sustainable Communities Branch which includes the Development Services, Economic Development, Planning, and Sustainability departments.  The Branch is charged with providing services that enrich San Diego’s diverse communities, engage its citizens, and to improve service delivery by leveraging Smart Cities technologies.

Prior to taking on the DCOO role, Mr. Caldwell served as Director of the Economic Development Department. There he refocused the Department around an inclusive economic growth strategy focused on connected all communities to the growing number of economic opportunities in our regional innovation economy. Mr. Caldwell also played a critical role in the establishment of the City’s Sustainability Department which is charged with implementing the City’s ambitious Climate Action Plan.  Prior to joining the City, Mr. Caldwell served as Vice-President of a San Diego-based clean energy financing company.

Mr. Caldwell’s experience also includes a long career in public policy, having advised elected officials at the City of San Diego, County of San Diego, California State Board of Equalization, and California State Assembly. Mr. Caldwell previously worked for the City of San Diego as Deputy Director of Policy to former San Diego Mayor Jerry Sanders. In this capacity, he was responsible for the implementation of the Mayor’s economic development strategy and leading the City’s efforts to support the region’s innovation economy.

Mr. Caldwell earned a Bachelor of Arts degree in Political Science from California State University San Marcos, a Master of Business Administration degree from San Diego State University, in addition to completing advanced studies in Real Estate, Data Analytics, and Data Visualization.
