Kathleen Benway is the Chief of Staff of the Bureau of Consumer Protection at the Federal Trade Commission. She previously served as an Attorney Advisor to former Commissioner Julie Brill, and a Counsel to former Directors of the Bureau of Consumer Protection, David Vladeck and Jessica Rich. In those roles, she provided analyses, recommendations and policy advice on a wide range of consumer protection issues involving litigation, rulemaking and business and consumer education. Kathleen also served as the FTC’s detail to the Committee on Commerce, Science and Transportation at the United States Senate, where she advised Senators, staff and stakeholders on consumer protection legislation, hearings and policy issues. Kathleen also was an Assistant Chief in the FCC’s Enforcement Bureau. She received her J.D. cum laude from Boston College Law School.
